Information Regarding Adoption of Drug Testing Policy

After nearly 20 months of discussion and investigation, the District 12 Board of Education has adopted a policy that will provide for a voluntary drug testing program at Cheyenne Mountain High School beginning in the 2010-2011 school year. This voluntary program will allow parents or guardians of any student at CMHS to enroll their child.

After the extensive study period and after reviewing results of the District 12 Parent Survey and more than 300 comments provided to the Board of Education by parents, patrons, and students, it became very clear that:

	1.	Student use of alcohol and illegal drugs ranks as one of the greatest concerns among both students and parents.
	2.	The District 12 community supports a strong stand against underage drinking and the use of illegal drugs.
	3.	The school district can have no real effect on this problem without the support of parents.
	4.	Many of our students would like to make appropriate choices but face tremendous peer pressure to make poor choices regarding drugs and alcohol.
	5.	We need to balance a strong educational program focused on the dangers of drugs, alcohol, and risky behaviors with significant consequences for students who choose to break the rules regarding alcohol and drug use.

Considering the points above, the Board of Education sees the purpose of the voluntary program as:

	1.	Providing students with another incentive to resist peer pressure and say “no.”
	2.	Allowing the school district and parents to share the responsibility of reducing illicit drug use and improving student wellness.
	3.	Providing an opportunity to evaluate the logistics of a school-based drug testing program on a voluntary basis to determine if a future mandatory program is feasible to implement.

Parents will pay a $30 fee to enroll their child in the program that will be managed by a third-party vendor. The enrollment fee will cover one year’s cost of the program, although enrollment in the program does not guarantee that every student will be tested. Groups of students will be selected for testing at multiple times throughout the school year. While the goal of the program is to act as an additional deterrent to student drug use, consequences for testing positive may include suspension from interscholastic athletic participation and/or loss of on-campus parking privileges.

School officials will hold several parent information sessions beginning in August to explain the program in more detail and to assist parents in enrolling their child(ren). These sessions will be announced to parents via Infinite Campus Messenger and will also be posted on the CMHS and District 12 websites.
